- Clackamas County Voluntary Organizations Active in Disaster (CCVOAD) has a broad mission: to strengthen area-wide disaster coordination by sharing programs, policies, information, joint planning and training.

CCVOAD will be active in all phases of emergency management:
- Mitigation: Any activity taken to eliminate or reduce the degree of long-term risk to human life, property and the environment from the effects of natural and technological hazards.
- Prevention: Any activity taken to avoid hazards and minimize the negative consequences of a disaster.
- Preparedness: Any activity taken in advance of an emergency that improves emergency readiness posture and develops or expands operational capabilities.
- Response: Any action taken immediately before, during or directly after an emergency occurs to save lives, minimize injuries, lessen property and environmental damage and enhance the effectiveness of recovery.
- Recovery: A short-term activity to return vital life support systems to minimum operating standards and/or a long-term activity designed to return the affected people and areas to their pre-disaster conditions.

CCVOAD enhances the ability for all communities involved to mitigate, prepare for, respond to, and recover from disasters. CCVOAD members believe that community leadership, public and private, should be utilized in planning, directing and implementing the disaster recovery. COADs work closely with but are not governed by, the local Emergency Management office.

Our Team
Our History
In September 2020, Clackamas County, like many other communities in the state, was hit hard by the wildfires. The Riverside Fire, along with other fires, caused significant damage in Clackamas County, destroying numerous structures and displacing residents and livestock. The aftermath of the fires revealed that many survivors were not adequately insured. The Federal Emergency Management Agency (FEMA) provided a maximum contribution of $35,500 for rebuilding, but this was often not enough to cover all the necessary expenses. To help bridge the gap, the Clackamas County Long Term Recovery Group (LTRG) was formed. This group, consisting of volunteers, nonprofit, and faith-based organizations and government agencies provided funding and free assistance to those affected by the wildfires and guided them step-by-step through the rebuilding process.
During the challenges and hardships of service, our team of experts in preparedness, response, and recovery discovered a notable gap in our community’s ability to respond effectively and offer necessary services before, during, and after this disaster. Community Based Organizations, Faith Based Organizations, Businesses, and Government Agencies alike encountered difficulties in delivering vital services promptly and efficiently and without duplication.
